Thank you Jennifer for getting this back to me.

The OR-213 @ Toliver ARTS hot spot project was submitted by you as an appeal location. We appreciate that you submitted this as an appeal location as you can see it had a high benefit/cost and nearly was on 100% list. We had a decision to make on whether to fund one project (which had a higher b/c than Toliver) or to fund the 2 projects for PE only. We decided to fund both locations for PE only to develop design alternatives and select final options. However, when we were reviewing the crashes and safety issues at Toliver my safety experts did not agree the safety mitigations that you proposed would best address the dominant crash types. Our preliminary evaluation pointed us to a roundabout. Since this is an intersection under ODOT’s jurisdiction we would need to approve any improvements. We also understood that the most effective safety mitigation in our opinion has had negative public reactions. We would like to explore with Molalla all feasible design alternatives at Toliver to best reduce fatal and serious injury crashes and the safety of our transportation system.

You will not be required to provide the match for the PE portion but we would like you to be active and supportive partners as we evaluate design alternative that can best address the safety needs at this intersection.

Hi Sue,

I left you a phone message today, however I was able to talk with Dan Huff and have an update for you.

· The City can confirm our support for the OR 213 @ Toliver to OR 211 @ Ona Way Systemic Project with the $10,000 City match

· We have a few questions in regards to the OR-213 @ Toliver Rd (MP 15.70) project proposal. Is there a match at this time for the City for the PE ONLY funding? If so, would this be need at the time of design or construction? The project is currently scoped for a roundabout, which differs from the City’s proposal. Is there opportunity to discuss the design options moving forward? Or would the project be locked in as a roundabout option only?

Transportation Safety Colleagues,

First I would like to thank each of you for your participation in the 2017-2021 ARTS program. We have used a data driven and collaborative process to identify locations with high benefit safety solutions. The projects with the highest benefit/cost ratios have now been determined.

Attached you will find the draft 100% lists for ARTS Systemic Intersections, Road Departure and Bike/Pedestrian and ARTS Hot Spots. If your jurisdiction has a project(s) on these lists please confirm your support for the final scope and cost estimate for each project, commitment to fund the required match, and desired delivery method. The cost estimates for the bid items from the scoping documents you received at our last meeting have changed only with your comments and concurrence. These final costs reflect established soft cost percentages for Contingencies, Preliminary Engineering, Construction Engineering and the allowed Local Agency Overhead (if applicable). Please respond with concurrence to your project(s) as listed no later than Monday, May 9, 2016.
