Importance: Normal

Hi Craig,

The dirt fill extends beyond the waddles and silt fence currently on site. Silt fence should be installed to the end of the fill at the creek bank and wrap back to the top of the bank that represents a “L” shape.

Please let me know when you plan to seed. This Thursday or Friday would be a good time with rain ahead for the weekend.

Thanks,

Here are the additional photos I took Monday. They show visible portions of the silt fence, along with straw that was just installed.

Hi Jennifer,

We did get some straw installed, and will do more this week to spread grass seed and more straw. I saw that there were some lengths of old silt fence piled up alongside the path in two places. Those were older sections that vandals had torn out quite awhile ago. The newer silt fence that we reinstalled is still in place below the bridge, as are the wattles that you had us install. It is hard to see some of these because they are getting overgrown with new growth of grass and brush, which is very thick along the creek banks.

I was not able to find where the path extends beyond the edge of the city right-of-way. Perhaps you can give me more information to help me find that. Of course, we will make sure everything is done in compliance with the drawings you approved. I also have repeatedly reminded members of our group that we cannot open the bridge and path until the paving is done. We have no intention of removing the mesh fence or no trespassing signs until that happens.

I will send additional photos of progress from this weekend in separate e-mail, and will be in touch again soon.

Best Wishes... Craig

Subject: Bear Creek By-way

Hi Craig,

I had a chance today to go out and review the project site. The compaction looks good along with the tests. Additionally, I have a few other concerns:

· The grading to the structure appears to extend passed the fence line or property line on the eastside. The fill shall not exceed a 4:1 and catch within the existing east property line. Otherwise an easement from the adjacent property owner must be obtained and recorded with the county.

· The slope fill material is dirt and exposed. This is a huge erosion control concern during a rain event with the close proximity to the creek. This must be covered with straw (not hay) and ensure the silt fence extends along the bottom. We are expecting rains this weekend and could pose an issue with Bear Creek. I’m not certain why the silt fence was removed. Please address this immediately.

· The slopes shall be seeded with a grass mix or hydro seeded for erosion and weed control. If you have any questions on what use please contact me.

· The ramp must remain closed until the paving is complete. There are ADA issues at the bridge approaches and I’m concerned about the integrity of the rock during rain events.

· The grade must be inspected prior to paving to ensure the rock compaction has been maintained.

If you have any questions, please give me a call on Monday. Most importantly, the erosion control must be maintained with silt fence reinstalled immediately.
