Thanks Gerald for putting this together.
I want to note that I my comments regarding O&M plans was not specific to Molalla’s as I had not seen theirs yet.
Since our meeting, I took a look at it and it certainly has a lot of the information that we want. Looking at our guidance, I see that the information that needs to be added is generally the “Operation and Control of process unit” information. Much of this would be in SOPs (the copy that I have has no SOPs). I know that the city is working to get SOPs caught up and that probably needs to done to the finish the O&M manual.
I asked the other engineers about an example facility O&M plan and none were put forward as good all around examples. At this time the best guidance that I can give is to send you our official guidance on the subject. It was noted that Dyer did the O&M manual for the City of Yachats and we approved that. I think that is a pretty good start for now.
