Hi Lisa,
When you get a chance, I need a proposal with a task by task breakdown in hours, staff member performing work, and deliverables. The objective of this proposal is to assist the City through a successful leak test of their WWTP lagoons and submit a report to DEQ for its review and approval. The following is a list of core items to be achieved. Please review and let me know if I missed anything.
FY15-16 Phase 1 through June 30
· Review asbuilts for and inspect the existing lagoon system and determine all inlets and outlets that will affect the test (assume 2 hr. site visit);
· Review adequacy of city owned equipment to perform the test and make recommendations for any changes or calibration needs;
· Determine if modifications or repairs at the WWTP plant are required to perform a successful test; and
· Receive written confirmation of testing requirements from Randall Bailey, DEQ Envr. Engineer/Water Quality Specialist.
FY16-17 Phase 2 after July 01
· Assist with the preparation of and perform a dry run of the leak test to ensure all equipment and monitoring processes are performed properly;
· If dry run is not successful, make recommendations for modifications to WWTP;
· Conduct 3-4 site visit during actual leak test (assume 1 hr. onsite for equipment check). First visit at the beginning of test and following visits at day 5, 10, and 15 or end of test.
· Review test data and prepare draft findings for review by City;
· Meeting with City representatives to go over report prior to submission to DEQ (assume 2 hr. meeting);
· Finalize report for submission to DEQ;
· Meeting with DEQ to submit report and go over findings with DEQ staff (assume 1 hr. meeting);; and
· Respond to DEQ questions regarding report.
I think that covers all of the major points. If it is of value to other incidental items then please feel free to list them. Also, if you believe the times shown above for meetings and site visits need to be adjusted then feel free to do so. Let me know if you have any other questions.
