· Reduce PW Dump Truck to $25K, in case we cannot purchase it this FY year
· remove the $45,000 for the Aerators & Power to the Lagoons. This project should be complete prior to FY16/17.

OK, I’ve got the links works out now. See attached by line item and summary.
In the FY 16-17 budget I’ve included a conservative 1% growth in user fee revenue based on actuals from prior years. The FY 16-17 (w/SDC) assumes that you will continue to use SDC’s to pay for debt principal. The FY 16-17 (w/o SDC) assumes you will reserve all SDC income to replenish the SDC fund and make up the difference using rates. The inflation gap from the last rate increase is 29.8%. The additional revenue needed for FY 16-17 (w/SDC) is $534,522 (33.17%) which is a 29.8% increase for inflation and a 3.37% increase for capital projects. The additional revenue needed for FY 16-17 (w/o SDC) is $663,357 (41.17%) which is a 29.8% increase for inflation, 3.37% increase for capital projects, and 8% increase for debt.
See sewer rate comparison. This table assumes the average residential customer uses approximately 600 CF of water. Some of the cities only charge a base rate. Some charge by gallon and some only charge over a certain amount for usage. I’ve converted all of them to be an apples to apples comparison. Molalla would definitely move up in monthly fees compared to other agencies but it is also good to note that those agencies are getting ready to raise their rates too.
I will start working on the water rate next and get those to you hopefully in the next day or two. We can clean up any of these tables as needed for your Council meeting. I wanted to get you the raw numbers first so you can decide which way you want to go with regards to SDC use for debt payment. Let me know if you have any questions or if any of this is unclear.
