All,

In 2013, the Oregon Legislature passed Senate Bill 839 to help fund water projects. The Oregon Water Resources Department established the Water Supply Development Account and associated rules to implement this bill. I participated on the Rules Advisory Committee on behalf of DEQ. Over the past year, I have shared some information about this with many of you and I am now happy to share that the website and application materials are available and that applications are now being accepted.

The Water Resources Department has been authorized to distribute $14.03 million in grants and loans from this account. The application cycle opened on August 28, 2015 and funds are to be awarded in Spring 2016. An application deadline has yet to be determined.

There is a flyer attached that you can share with communities that may be interested in these types of projects.

Specifically, eligible projects include but are not limited to:

(A) Repair or replace infrastructure to increase the efficiency of water use;

(B) Provide new or expanded water storage;

(C) Improve or alter operations of existing water storage facilities in connection with newly developed water;

(D) Create new, expanded, improved or altered water distribution, conveyance or delivery systems in connection with newly developed water;

(E) Allocate federally stored water; (F) Promote water reuse; (G) Promote water conservation;

(H) Provide streamflow protection or restoration;

(I) Provide for water management or measurement in connection with newly developed water; and

(J) Determine seasonally varying flows in connection with newly developed water.

Please contact Jon Unger if you have any questions about the Water Supply Development Account. If you have questions about DEQ’s involvement to date, please contact me.

Thank you in advance for spreading the word about this new funding opportunity.

Sincerely,

Wade Peerman

Subject: [Water_Development] Water Supply Development Account Grant and Loan Opportunities

Greetings,

The Oregon Water Resources Department is now accepting applications for grant and loan funding to plan, evaluate, and develop water resources projects that address instream and out-of-stream water needs. The Water Supply Development Account was established by Senate Bill 839 to help fund water projects that provide economic, environmental and social/cultural benefits.

Prior to applying, it is strongly recommended that applicants participate in a pre-application conference. The application deadline will be set by the Water Resources Commission during their September meeting. It is anticipated that the application deadline will be in early 2016; therefore, potential applicants are encouraged to schedule a pre-application meeting soon.

Please see attached handout for additional information. The application and guidance documents can be found on the Department’s website at:

http://www.oregon.gov/owrd/Pages/Water_Supply_Development_Account.aspx

Please contact me if you have questions, or if you would like to schedule a pre-application conference.
