James,

The specials I sent originally clarified what was to be used for a thrust restraint, which is mechanical where planned. I feel there was a misunderstanding when I spoke with Jerrit on the phone two days ago regarding this specification.

I tried to clarify this before I left for a Dr. appt yesterday and accidently sent the wrong scan, which I apologized for. Please keep in mind we are a small City with a reduced staff and are ALL doing our best to accommodate your needs. However, we do have process that need to be followed to ensure the safety and accountability to all City residents.

Please make the last few minor changes that myself, Peter and Mike Penunuri have requested are included.

Jennifer:

There remains some confusion for Jerrit and me regarding your email yesterday (4/2/15) and changes to our design plans. On 3/31 you sent via email some marked up plans I passed your change notes along to Jerrit and he made the changes to the plans and they are dated 3/31/15. I emailed those to you and attempted to provide you full size design plans when I was in Molalla on 4/1/15 but you declined them. Yesterday, 4/2/15, you then emailed and said, with regard to the revised plans, that it, “Looks like a few notes were missed”. Jerrit contacted you, via phone, and discussed with you the restraint issue specifically. At the end of that discussion, he understood that you agreed “thrust blocks” were an acceptable form of restraint. In the document that you sent as an attachment again on 4/2/15 in SECTION 2.05 THRUST RESTRAINT, it states in Item 2.05 A “ALL PRESSURE RATED PIPELINES SHALL HAVE A THRUST RESTRAINT SYSTEM CAPABLE OF RESTRAINING A MINIMUM LINE PRESSURE OF 150 PSI”. I just got off the phone with Jerrit and he, as our engineer, says that this hydrant line is a pressure rated pipeline and he is recommending the thrust block restraints vs. mechanical thrust restraints be used. Could you please respond to the following questions ASAP:

BASED ON THE DISCUSSION YOU HAD WITH JERRIT AND THE CONTENT SECTION 2.05 A – CAN WE USE THE THRUST RESTRAINT SYSTEM VS. MECHANICAL RESTRAINT SYSTEM AS PROPOSED? YES OR NO???

JERRIT BELIEVES THAT HE ADDRESSED ALL OF YOUR “MARK-UP” NOTES IN HIS REVISED DESIGN IN HIS 4/31/15 PLANS. ARE THERE ANY OTHER SPECIFIC CHANGES HE NEEDS TO MAKE PRIOR TO YOUR APPROVAL?

IF YES, COULD YOU SPECIFICALLY STATE WHAT CHANGES NEED TO BE MADE?

IF THERE ARE CHANGES THAT YOU ARE ASKING FOR, COULD THEY BE MARKED UP IN YOUR APPROVED PLANS VS. GOING THROUGH A DESIGN CHANGE AGAIN?

At this point, we have made all plan updates as we understand them. We have OHA approval, we will submit the R/W permit app and traffic control plan when we select a contractor, you and I have received approval for the fire marshal, the easement is shown on the design plan. I believe at this point we should be ready for approval, unless you respond different than our understanding to the questions above.

I hope you understand why I am seeking this clarification with such an urgent need. I look forward to your response ASAP. Thanks Jennifer,
