James,

Please see my comment below in RED

On a side note, in order to provide water service the City requires a new Water Billing Account set up for your address. The account requires a deposit, which I believe is $100.00. The account must be set up before the City can provide water service to your property and fire hydrant. Please also keep in mind the hydrants, once constructed, cannot be used for water use without a hydrant meter in place. If you plan to permanently use a hydrant. A water meter with a backflow device can be purchased for permanent use. The City will need access to the meter monthly to read the meter.

Jennifer:

1. I need to seek clarification on the Easement. Is the easement for the purpose only for maintenance by the city and for use on our property? Or, would it be for the use of our private hydrants for other property owners? As you will recall, our site will be fenced so there won’t be access to use these hydrants for other properties and there is an existing City maintained hydrant service to the surrounding area. We certainly would not have a problem with an easement for maintenance purposes. Just needing clarification. The easement is strictly for maintenance by the city. However, no structures can be placed over the top of the easement to ensure access to the line in case a leak occurs. The City would most likely on service they hydrant during working hours, unless a major leak occurs. Which I assume you would like repaired in a timely manner.

2. Also, what is the Specs of the 12” PVC main? There are no specs for the 12” PVC water main. This line currently exists in Stowers. The specs for the 6” watermain for the hydrant service was provided in the hydrant standard drawing attachment yesterday.

3. And again for clarification on your response to my question on installation in the sewer manway - The sewer connection may be made to the sewer main on Shaver - does our sewer connection need to occur on the main line itself or can it be made at the manway? The lateral line and connection is the property owners responsibility to the sewer main.

Again, this is a very timely issue to us so that I can finalize the design phase of the project. I very much appreciate your assistance on these matter. Please call with any questions.

Subject: **URGENT QUESTIONS**

Importance: High

Jennifer:

Good afternoon. We are now at a critical phase of our development in Molalla. To move on I’d to get a few questions answered so I can finish the planning and begin work ASAP in a few areas of the project. Would you please be kind enough to provide answers to the following questions so we can finish up the design phases and move on?

1. We’d like to tap into the manway when we install our sewer lateral to our property. Can we connect our sewer line at the manway on Shaver Ave? The sewer connection may be made to the sewer main on Shaver. I have a permit that I will be processing as soon as I receive the Traffic Control Plan for the work.

2. Can you please advise what the water line on Shaver Ave is made of? This is necessary for our hydrant project and it’s holding up the design phase. The water main is 12” PVC.

3. What type of backflow prevention, if any, will be required for our hydrant line? A backflow devices are not required as long as a public easement is given to the City for proper maintenance. However, the City does require the hydrant be a Mueller Centurion 423 (preferred) or Clow Model F2500. See attached Standard.

4. I am in process of developing our traffic plan for the sewer line project and water line project. Could you please let me know what hours we will be allowed to work? 7AM to 7PM or Dusk (whichever comes first). Since this is an industrial zoned area we are hoping we can work a long day to get the project done and only impact traffic for one day. . The sewer main is located on the east side of Shaver. I am anticipating the roadway will need to be excavated ½ at a time and utilize single lane closures and steel plates in the process to keep traffic moving. Proper signing is required for the steel plates. See Section 800 of the ODOT Standard Drawings for plan examples http://www.oregon.gov/ODOT/HWY/ENGSERVICES/pages/traffic_drawings.aspx

I apologize for the frequent contact / questions but hope you understand our urgent need to get these questions answered. Thanks in advance Jennifer for replying to our questions at your earliest convenience during this critical time in our projects.
