Hi Nicolas –
As I informed you earlier, we are having increased transient issues in the parks. Mainly Ivor Davies, Long, Fox and Odd Fellows Parks. The typical problems we see are drug and alcohol activities, camping, miss use of utilities (stealing power), loitering and garbage.
I noticed that we do not have are Park Rules posted on the Parks web page. I think it would be a good time to get that out to the public. We can also do a head line on the main web page for the new posting.
I did notice one more thing on the Park page, Ivor Davies Hall and Von der Ahe House are not city owned park sites. Although, they are a “point of interest” in the city, they should not be listed here. A good location could be under Our Community →Things To Do → Points of Interest. Just my opinion tho.
Below is our City Park Code. There’s not much here and nothing addresses loitering, trash or the sale or use of drugs. Other issues are typically Pet/Lease Laws, littering and use of fireworks. Hopefully these are referenced elsewhere.
Article I. City Park
City parks shall open for public use from dawn to dusk each day. Except as otherwise provided in this chapter, no person shall use or occupy the city parks between the hours of dusk and dawn. (Ord. 2012-05 §1; Ord. 1987-2 §1; Ord. 1974-6 §1)
12.08.015 Alcoholic beverages prohibited.
Except as otherwise provided in this chapter, no person shall possess or consume alcoholic beverages within any area of the city parks. (Ord. 1987-2 §1)
The City Manager may by permit allow the use of city parks during closed hours, and may also by permit allow the possession and consumption of alcoholic beverages in city parks. (Ord. 1987-2 §1; Ord. 1974-6 §2)
Violation of any of the provisions of this article shall be punishable by a fine of up to $500.00. (Ord. 1994-9 §2; Ord. 1987-2 §1; Ord. 1974-6 §3)
