Hi,

Today the WWTP Operator discovered when they arrived to work that the WWTP Aeration was overflowed with raw sewer water. It was discovered that the pumps from the Aeration Basin to the Lagoons had kick our sometime between Saturday night and Sunday Morning. After doing some discover and clean up, it was determined by calculation that the plant had a possible overflow of about 1000 Gallons to Bear Creek.

Once I had the above information, I first call David Cole (503-229-5011) and left a message on his voicemail at approximately 3:46 PM. I informed him that I was calling to report the spill per the NPDES permit requirement that I contact DEQ within 24 hours. Informed him the plant had a SCADA system/Telecom malfunction that kick-out the pumps from the AB to the Lagoons and caused the AB to overflow and was estimated to be approximately 1000 Gallons.

In addition, I followed up a call with Tiffany Yelton-Bram (503-975-0046) at approximately 4:28 PM. I also reached her voicemail and provided her with the same general information as I did David Cole, written above. I also received an email response from Tiffany with direction on filing the report, see attached.

Regarding the investigation work, Industrial Systems has provided the City with a list of their current findings. In the meantime, a by-pass was added to the system to call out an alarm to the Duty phone in addition to the proposed fix in Tony’s email attached. The City also plans to have the industrial electrician hard wire a backup system to also call out an alarm anytime the pumps kick out.

Dan would like to follow up with a phone call tomorrow morning sometime. Does 11:30 AM work for everyone?
