Hi Gerald,

Here is the letter identifying what most likely change during a minor to minor permit. Most notably the fees increase almost 500% along with increased frequency of monitoring, calibration of flow meters and DEQ Inspections. Letter does provide handy information, yet still lacks the information on how to prepare without guidance from DEQ.
