I think we should make up some signs and on 11x17 and laminate them. Then post them on some stakes between the gate and creek facing the drive.

Hello Dan

I spoke with Phil Bender this morning (approx 8:50am) about public notice requirements for the upset at the plant that led to the release of untreated sewage, some of which is estimated to have reached Bear Creek. I told Phil that I’d consult with staff here to give your some guidance about public notification. The following is from your NPDES permit:

Typically, whenever untreated wastewater goes to waters of the state, it is prudent to assume (realizing that sampling is the true measurement) that some potential for a threat to public health exists. Thus we advise letting the public know that the event happened, when it happened, what should be done now (avoid contact) and what is being done to stop/prevent it from happening again is necessary. To fulfill this requirement, press release and notice on your website would be a good start. If you have notification plan, follow it. Share the results of the sampling taken so far when available and do sampling now to determine if the risk has passed. If the ground on which the sewage flowed is accessible, put out signage to warning people not to enter the area. Lime should be applied to the soil and the surface soil could be removed and disposed of as solid waste if accessible.

When you send us the 5 days report please include some photos of the affected area and how the volume was estimated. Mark Hynson is a permit writer in my section with experience with Sanitary Sewage Overflows. He can assist you today with the 5 day report is needed (503 229 5295) BUT PLEASE NOTE that today is our moving day and the phones here will be turned off at 2pm.
