The process could be updated. I inherited it when I came out to Operations and from what they have told me it’s been the same for years. I could explain it better over the phone how we issue all the paperwork.
The meters are totally separate, we have them give us a $700.00 deposit. If they get a meter they do not get a card, the blue cards are only for the trucks to track their loads and it’s based on them self reporting. Sometimes I am sure they miss a load or two, but there is no way to tell for sure, over the years I don’t think it’s a major concern.
Some contractors do not send back the card, I will send letters and if they just refuse, we flag them to not issue them anymore permits.
