Good afternoon Ryan,

I just returned from a meeting with the State and they have a minor addition they would like to see on your affidavit for pump use demonstration.

Could you please add:

“Use of these pumps are consistent with the water use prior to and up to the October 1995 period referred to on the Beneficial Claims Form.”

Once I get this revision I can proceed with submitting the claim Form.

Jennifer, FYI, I will be giving the check #77933 for the sum of $175.00 back to Gerald. The Department indicated since the original claim was prior to 1987 there is no fee required for this submittal.

I will still need to wait and hear the required fee for expediting the review, this will take approximately 30 days.

I will keep you in the loop if I hear anything sooner.

We only have records of daily use (24hrs). Would anyone need to be onsite to witness the test or do I just run at maximum for 4 hours then log the results? I do know that our (2) 100hp pumps can only push about 2625 gpm up to the treatment plant. Is this something I could do in the next few weeks or should we wait until this Summer?

The goal is to provide enough reported water usage so the permit would cover your heaviest flow.

If you have records from this past summer that is able to be reported down to a 4 hour period, we should be good.

The ultimate thing OWRD is looking for would be a current 4 hour run at full capacity.

Just to clarify, can we submit the amount of water we produced per day from August of last year? I know we set one filter to 1350 gallons per minute and the other at 900 gallons per minute. I think we could push them both to 1350 and 1200 gpm but we have not tried. Do we need to find our maximum ability or just what we currently are running during summer months?

Good morning Jennifer and Ryan,

I met with the Department of Water Resources yesterday and reviewed the Claim of Beneficial Use form I am about to submit.

After the meeting there are still a few things that needs to be completed and information added to make complete.

These are primarily pump information and the use thereof:

1. Pump use Demonstration (they don’t like the word test) to show the primary pump run for a duration of 4 hours. This should be completed in the hours determined by Ryan Hepler, City of Molalla Water Treatment Plant Operator, as the peak rate of water use, basically to reflect the amount of water needed during a summer month that has maximum draw from the river.

2. Ryan then needs to provide an affidavit listing those results.

So this seems to be a fairly simple request from the OWRD and I also determined that to do the Pump “test” as required, the departments main concern is to determine the maximum use you would be drawing out of the River system at a peak hour during the heaviest time of year.

If there are existing records during a period for example in June, July or August, broken down to an hourly or say half day then this can be used.

They could use the water logs provided on a monthly bases, BUT, this might not reflect the maximum amount of water needed for this permit, and they wanted to make sure this information gives you the maximum allowed use.

So…run the pump(s) you would normally run during the summer, if more than one of the 3 then I need a report on each one used. After the 4 hour run I need the report on amount in CFS from the meter.

Once I have this information in an affidavit from Ryan, then I can submit the Claim and get it processed.
