Can you verify that Peter’s statement is true. If an operator has a Level 3 a Filter Endorsement is not a requirement to operate a facility with a filtration system?

Ms. Cline,
After speaking with you yesterday, I investigated the reciprocity between Georgia and Oregon. The states both utilize the same testing method and Oregon will grant reciprocity to Georgia. I was directed to a reciprocity application. I have completed the application. I will have my employer complete the associated affidavit today that verifies my experience. I will be applying for reciprocity to a Class III Oregon Operator Certification.
I also read the Oregon Law on the "Operator Certification Program". Section 333-061-0220, Part 4 says: "Filtration endorsement certification, as prescribed by OAR 333-061-0235, is required for operators designated in direct responsible charge of a water treatment plant receiving the filtration endorsement classification, except for those operators already certified at Water Treatment Level 3 or higher."
The reciprocity application costs $100. I do not want to spend the money if you do not feel I am a good applicant for the position. I am not asking for a guarantee of employment. Please review my application packet to see if I would make a good candidate for the position. Let me know if I would be in seriouse contention for the position. If so, I will submit the reciprocity application.
