Here is sewer, we are on target currently, however, it does not account for all CIP that is needed to cover the following over the next 5 years.

· I/I study and collection repairs (very costly)

· Recycled water expansion (purple pipe)

· Control system & SCADA upgrades

· Screw press to remove solids from dafts

· Re-lining Lagoons

· Biosolids Removals

· Replace the old big gun

· Pump Replacements

· Replace Lift Station (LS) pumps

· Replace Shelmar LS

· Alternate Chlorine System for WWTP

· Electrical (PGE) Upgrades

I can. Based on the difference in the variable and fixed fees it appears that the increase was essentially 29.8%. I’ve put an assumption of 2.5% where is closely matches inflation catching up to the initial rate increase. See attached. It is important to note that these are just snapshots of rate increases related to inflation. This does not account for funding shortfalls. If you add in the funding needs similar to a rate study then the original 29.8% increase may not cover all of the City’s costs or they did but for a shorter period. A CIP update, SDC update, and then a rate study would need to be done to officially see where you are sitting revenue wise and if you need a rate increase and by how much. If you want me to look into that or parts of it then we can discuss at the meeting. A lot has changed since the master plans and studies were completed.

Thank you, that was a timely response and is helpful for Dan to use at the council meeting next Wednesday. I see you assumed a 6% increase this year. It appears we are currently about 9.5% behind inflation with our current water rates.

Could you do the same for sanitary sewer?

Mayor and Council – Attached are the most recent Wastewater and Water utility Rate Resolutions as we discussed during your last meeting. Included with each resolution is the data produced to update the rate. My thought was to bring these to Council on August 26th as a discussion item along with a potential street/storm/park utility fee. As a note the water rates were adjusted in 2009 but just that one time. Let me know if you have questions.
