If you look at the sample results I provided, the upstream samples also show TNTC. Which means there is no way to determine that the exceeded limit was due to the City. And that is not recognized in the letter. I suggest as part of our response, we note the additional tests so it is public record as well. The response will include the recent SOP Jason has completed as of yesterday. I will get a quick draft response back to them next week.
