I’m going to defer this to you. The City does not pay for private road or park signs for that matter, but if he’s looking for signing, will you pass along the City code information.
You may also suggest he contact the Chamber and Molalla Pioneer to advertise for the Church. However, you may suggest he look into liability coverage for the Church if someone was to get hurt.
