Dan,

I found out in our meeting that MSA had already done a full geotech report on Stowers for both phases. Do you know if this was sent to Curran-McCloud in the beginning preliminary engineering phase? It includes geotech recommendations all the way to 7th St.

Notice on page 4 it calls for a CRB (concrete reinforced base). This would be in replace of over-excavation, typically because the depth to over-excavate exceeds the cost of CRB.
