Dan,

Please read through attached. As we discussed previously, it is the home owners responsibility to construct and maintain their lateral "Building Sewer" and connection to the City Main. However our code specifically separates construction and maintenance as you can see in the attached pdf. I think it would be in our best interest to change this asap to be consistent with our past practice and remove the contradiction in our code.
