Subject: Region 1 STIP Enhance Guidance on RRFBs

R1ACT Members and Interested Parties,

ODOT Region 1 would like to provide additional guidance to Enhance Applicants regarding proposals for Rectangular Rapid Flashing Beacons (RRFB). If you plan to propose an Enhance project that would install multiple RRFBs, it must meet the following criteria:

· The total project bundle has to add up to more than $1 million.

· The entire bundle must be delivered as a single project with specific locations for installation identified in the proposal and maps.

· The intergovernmental agreement (IGA) will be between ODOT and the proposing entity. Proposing entity will be responsible for developing agreements with other jurisdictions if applicable.

· Beacons on state highways must be approved by the state traffic engineer.

Attached is a program comparison fact sheet for Connect Oregon VI and the Enhance program. Although applications for both programs are due on November 20, 2015, these are separate and distinct programs.
