Thanks for the edits, I’ve included them in the draft.

Regarding Jennifer’s comments, here’s where we’re at:

Funding: We are designing two projects at the same time. The Enhance project is fully funded, and will incorporate the widening and other needed items between OR213 and Ona. The Preservation project only has design funds, so we will make it shelf-ready in case construction funding is found. Its limits are OR213 to Meadowbrook. If Preservation construction funding isn’t found, we will build the Enhance project alone.

Bear Creek Culvert: Once we know the roadway width needed (and any special circumstances such as fish passage), we can determine if it makes sense to extend the culvert or replace it with a new culvert or possibly a bridge. The age of the culvert and constructability will play into this decision. We’ll also need to determine if we need the full width or if the culvert/bridge can be built with the ability to widen further in the future. At this point, I’m not sure if the work can be done with lane closures or if a full highway closure is needed. Before that is determined, we’ll be talking with you and other stakeholders.

ADA Ramps: as part of any federally-funded project, we will need to determine if the existing ramps meet ADA standards and upgrade any that do not. Chances are good that many of the current ramps are substandard and will be replaced if the Preservation project moves forward. Regarding Mathias and Shirley, I’m not sure if the ramps would be included here because they are either missing (Mathias) or stop well short of the highway intersection (Shirley). I’m only going off of Google maps for this information, so if things have changed we will address them as we begin design.

Storm drainage: We look at all failing drainage culverts to determine if it is feasible to replace them. If there are flooding issues due to undersized pipes we look at replacing them as well. Sometimes we aren’t able to address all of the problems in a given section because the pavement preservation funds can’t always be used for drainage improvements. As part of the early design we will identify/confirm problem areas and seek out funds to correct them.

Schedule: We have a pretty standard schedule at this point, with sufficient time to do the needed ROW acquisition (including condemnation if needed). We might be able to accelerate to start construction sooner, but starting in April 2017 would be pretty tough.

Dan-you should see a signature-ready copy from me soon (I’ve attached the current draft).

Jennifer-I’ve added you to the project team list. You’ll be getting emails and opportunities to review and comment on the design sets, along with meeting invites. I know it’s a long drive so I hope you can join us either in person or via phone.

Would one of you like to be a member of the consultant selection committee? I hope to have the project solicitation ready in a month or so. Depending on the number of proposals we receive, it might be 10-20 hours of effort (in November). Our procurement rules would require the committee members to attend 2 meetings in-person at R1 HQ in downtown Portland.
