Hi Jason – Please read the following email stream. Any thoughts?

Phil, Mark – Do you have any preference with the City utilizing OAWU at this time to help conduct a review of the WWTP facility? I know we originally had planned to use Brown & Caldwell, however OAWU has agreed to assist the City with a review at no cost. This is program they are looking to put in place if it goes well and the City would be along the lines of a pilot project with OAWU. Do you see any problems in completing this review with OAWU instead of R&B, keeping the current consent decree in mind?

Long term.. the City has budgeted a Wastewater Treatment Facility Plan Update to begin in the next 2-3 years.

Please see the following info on what we’ve discovered about the OAWU WWTF evaluation. Let us know if any conversations you have had with RingBender may have changed your thinking. If the City moves forward with the OAWU evaluation, per Dan Laffitte’s e-mail, we would encourage someone from the WWTF who has a strong background in wastewater treatment to take notes so that OAWU’s recommendations can be reviewed as part of any future facility plan work.

FYI, the data from the Molalla Ave meter looks great. We did see a 4x jump during the peak of the storm on the 15th and a 3x jump from yesterday’s rain which isn’t that extreme at all. Data quality looks great!

I connected with Jeff Crowther this morning, he’s the primary contact at the OAWU for wastewater treatment review and guidance. He called while I was away last week. He suggested that him stopping by to review the plants performance, and operation, would be at no cost. I think the City may still need to become a member if they ask for the services, which would be a little under $1000 per my e-mail below, but this remains unclear. I asked about how the trip might be documented and Jeff suggested that their assistance is essentially all verbal. They would not create a meeting summary or follow-up document - that activity would fall to the City. Jeff’s cell phone number is 503-930-6686.

Clearly the City could ask the OAWU to come in and provide guidance and I would assume that the City would likely then need to prepare a written summary. I think the City (and we) should check with RingBender on the acceptability of this. If we were asked to stay involved, we’d be unable to rely on information from OAWU and would still need time to visit the site per our scope.

Let me know what I can do to help. I wondered if you had heard anything on this form the City and if you’ve provided guidance to Rick and Adam?

I finally connected this morning with someone at the Oregon Association of Water Utilities (OAWU). For members of their association, they will have someone come out once a year, perhaps twice, to review wastewater operations and offer tips on how to improve performance. I spoke to Heather at the main office, 503-837-1212, she suggested that Jeff was their staff member that lead these types of efforts. She was going to pass my contact information along to Jeff, who should call me back today, or Monday. Heather suggested that she thought that Jeff usually would prepare a brief summary document after his visit, but she really wasn’t sure. Again, I’ll need to chat with Jeff about this.

Heather thought that the service was free to members of their association. Reviewing the website, it seems that the membership could cost the City a little under $1000.
