The below email is the report back to me on my SSO’s record request from DEQ (they have no records back to 2006). Attached is also the phone message previously left by David Cole this morning.

This is a piece that often triggers cities to address their I&I issues and sometimes is mandated by the state. For example, City of St Helens, had multiple SSO’s with peak flows up to 25 MGD which triggered DEQ to require them to take action. In the case of Molalla, we have not had any SSO’s directly related to I & I and our nominal rainy season flows are approx. 3 MGD with peaks seen as high as 12 MGD.

I spoke with Garrett today and can only recall one occurrence that may have been a SSO in late 2012 or 2013. This resulted in a lawsuit against the city for back up of raw sewage into a residence. This was assumed be caused from excess inflows from a typical approx.. 2 year rain event, however it was also discover the back-up may have been due to the head gates into the aeration basin (1st pond after the headworks) were constricted (not fully open). Once they gates were fully opened the trunk flows receded and no longer surcharged.

Hello Jennifer. This e-mail follows up my voice mail message from earlier this morning regarding SSO reports to help you prepare the inflow removal plan. While I was able to figure out how to fully access our internal electronic SSO repository, it appears the documents in the database are only for our Western Region sources. Molalla is a Northwest Region (NWR) source, so there are no SSO report documents in the electronic repository.

I took this task a step further and reviewed all documents in our hard copy correspondence file, back to January 2006, and saw no SSO reports, either the OERS forms, or the DEQ 5-day report forms.

While I found permit limit exceedances summaries, none referenced any SSO events.

Sorry, but that’s about the best I can do at this time.

At our next section meeting I intend to raise the issue of using our SSO repository for tracking SSOs in NWR.
