Hi Jenn,

Attached is Houck’s response to our comments and conditions that we listed in the email below. I have also attached their original proposal for reference.

Basically, Houck is not willing to take on the risk of additional stabilization beyond the design section. Their reasoning is that if very soft soils are encountered, additional stabilization may be necessary under either scenario (cement treated base or stabilization rock). In talking with the geotech, we would agree that you can’t cement treat very soft soils, so the risk of additional stabilization exists for both scenarios. I would point out the 10 inch rock section is intended to address the soft soils, so the soils would need to be quite soupy before going any deeper.

Additionally, they are not willing to take on the risk of modifying the official contract completion date.

Given the shallow communications duct on the west side of the road, I do still see value in their proposal as it reduces the risk of impacting the duct. Their schedule (while incomplete) also appears to reduce the overall impacts to Molalla Avenue. So there is value here provided that they are able to adhere to their schedule. Of course, we will need to review a complete schedule to verify their schedule savings claims.

If the you are okay with their response, I will request that Houck provide a complete schedule and associated TCP/staging plan. Thanks!

Greg,

We have reviewed your proposal to eliminate the 10 inch treated subgrade within the parking lane and excavate and place stabilization rock instead. Given the schedule savings that you identify in your proposal, the City sees value in your proposal; however, we have the following comments and conditions that we would like to see addressed.

· Any additional overexcavation beyond the design section will be at no additional cost to the City, with the exception of the area directly above the communication ducts on the west side that is to be constructed per detail 2 on sheet C-1.

· We proposed that the excavation, geotextile and stabilization rock will be included in a single pay item “10 inch Subgrade Stabilization” that is measured and paid for by the square yard. As noted above, no adjustment will be made for additional overexcavation and backfill beyond the design section. This would be implemented in a contract modification.

· Your proposal identifies up to six weeks of schedule savings. The schedule that was provided with the proposal does not show the entire project duration. Provide a schedule with an updated project completion date that reflects the proposed time savings. The completion date for project will be modified accordingly with a contract modification.

· We note that the revised TCP and schedule does not appear to include the area from Station 14+55 (north side of OR211) to 16+20. How is this area being addressed?

· The water service lines must still be addressed prior to tilling in the travel lane and anticipated for.
