Dear Jennifer,

Mobilitie is proposing to install small communications equipment on utility poles wholly within the Right-Of-Way of your jurisdiction, Molalla city. Among other things, this initiative will improve the e911 capabilities within your city.

We are still in the candidate identification phase of this project, but our goal is to utilize as many existing utility/light poles as possible. In some cases the equipment may require erecting the new utility pole/light pole, however, in the limited scenarios that a new pole is required, it will be designed to match the architectural/ physical features of the existing poles in the area.

We are currently in the early stages of development, but I was hoping to receive some information on the process(es) that will be required for proper permitting, such as:

  1. 1. What permits will be required?

 

a. For attachment

b. For new pole

c. For replacement

  1. 2. What are the Permit sequences?
  2. 3. What are the submittal requirements? Fees?
  3. 4. Do you need construction drawing? If yes how many copies and what is the required size?
  4. 5. How long does the process take for approval?

 

6. How long Permit is valid for?

  1. 7. Does the franchise agreement required? If yes, Who is the point of contact person?
  2. 8. What are the aesthetic restrictions ?
  3. 9. What is the pole height restrictions? Can the height reached 75 ft?
  4. 10. What is the required pole type?
  5. 11. Does Pole attachment agreement required?
  6. 12. Who is own the utility poles?
  7. 13. Does new pole installation allowed? What is the process for installation of new pole?

 

14. Who owns the city lights?

15. Can Mobilitie attached the equipment to city owned poles?

Also I included sample pictures of small cells to give you an idea how they look like and how they are going to be attached to the utility poles.

Any additional insight you can provide is greatly appreciated. Also, it was my understanding that because we are working in public right of way, we would be working exclusively with the public works department; however, if our scope of work would require permits/approval from additional department please advise.

Once our site locations are finalized and drawings are subsequently produced, I will be sure to send them to you for preliminary review and further direction.
