Hi Jason,

Thank you for bringing this issue to our attention. I myself have also been concerned with this matter. This is the exact reason we will need to bring our concerns to the attention of DEQ. Regardless if Molalla has additional areas for irrigation to mitigate the level in the lagoons, the weather, ground moisture must be permitting.

However, making the call to discharge to the river will need to be discussed by Dan, our attorney’s and myself in advance as well. Please let us know when we are approaching that critical decision point.

It will be a good idea to look into our DMRs for the last 5 years in May to see how often the Molalla river flows and temperature is less than 350 cfs and greater than 18 C, respectively. If the data supports that we pose no harm to Molalla River in the month of May, we can share this info with DEQ. In addition, developing a SOP for when to discharge and when to shut may also show the City’s commitment to take additional steps and responsibility to work within our permit requirements.

Just a heads up…

Due to the May rains, DEQ giving us one less month to discharge to the river, our current lagoon levels and recent moisture block readings at North and South Coleman (South is still saturated and North might have one section dry enough), there is a high probability that I will be calling Dave Cole at DEQ and letting him know we will be discharging to the Molalla River prior to November 1st. Our lagoons are designed for 12’ max levels. As of Friday, May 22, 2015, lagoon #1 was at 9.75’ and lagoon #2 was at 10.6’. That gives the plant approximately 3.65’ of capacity left. According to last year’s DMR for June, the plant did not irrigate until June 27th. And that was with an extra month of discharge to the river. Although Jake, John, James and Nikki have completed the irrigation setup at Coleman Ranch and with Jake meeting with Jeff Kyllo at the cemetary to prep for irrigation, and Jake and James picking up the new big gun, the weather has not be cooperative. I will be getting ahold of Dennis today to bring the water truck to the DMS and filling up the Vitamin C tank.
