The 2.5x peaking factor between average and daily is pretty normal (actually pretty good) for a community of Molalla’s size in a Willamette Valley February, and the 8x between peaks in August vs February aren’t that far off either (normally we’d love to see around a 4x). However, it’s the flashy collection system responses at the peak of the storm that really are important. Is the WWTP capable of monitoring on a 15-minute basis? That might save the City from having to install a flow meter or two right before the WWTP. On that note, while I know I’ve expressed some concern about budget, I do think it would be important for us to select flow meter locations so we can nail down the exact number of meters you should be proposed to Council on 12/10.
