Thanks, Gerald, for the reminder.
The city of Molalla has been making progress on interrelated issues such as obtaining biosolids application sites and planning biosolids removal, obtaining recycled water sites and applying recycled water at appropriate rates, and controlling infiltration and inflow. From DEQ’s perspective, there are many tasks happening to align the operation and maintenance of the city’s entire wastewater infrastructure towards optimal operations and compliance with the NPDES permit. I recall the city talking about developing longer term plans to get these tasks done. What is the plan for Molalla for the next five years? Then next 10? Is a capital improvement plan in the works?
In addition to or as part of that topic, DEQ wants an update on
· Lagoon Leak Test.
· Tracking I&I progress.
· Operations and Maintenance manuals for the plant.
DEQ could review what will be needed to have a complete application for renewal of the NPDES permit, per the city’s request.
· Renewing as a major, additional testing, 10 samples minimum over all seasons.
o EPA Form 2A, Part B: Effluent Testing Data.
o EPA Form 2A, Part D: Expanded Effluent Testing Data (metals, VOCs, Acid-Extractables such as Pentachlorophenol, Base Neutral such as Phthalates).
o EPA Form 2A, Part E: Toxicity Testing Data (WET Tests).
o EPA Form 2A, Part F: Pre-Treatment if any Significant Industrial Users are present.
o Alkalinity.
o Ammonia.
o Hardness.
o Effluent for any additional receiving stream’s WQ limited parameters.
o Narrative of dates and activities from Enforcement Order.
o BMP update if new sites added, or removal frequency changes.
o RWUP update if new sites added.
