Water is essentially done and I will forward on to our subconsultant to finalize SDC’s for water. Please note that the 2016 costs are just that, 2016 costs. Projects being done after 2016 will need to be inflated budget wise at 3% per year into the future. When I provide you with the 5 year plan we can leave them in 2016 costs or estimated each year based on inflation. Either way, the Council will need to make yearly adjustments or have that in the rate resolutions to happen automatically by staff based on the ENR’s inflationary index for the prior year. It is published around February each year and if rates increase on July 01 then they will need to account for the CIP and fund needs plus the inflation index. This is covering a lot of ground but it is important that they understand that this is a living document that will be changed yearly along with the rates. SDC’s once adopted will only increase by an inflation adjustment and those should be automatic too. I will be in Molalla this afternoon if anyone has any questions.
