I think Mike can comments in more detail, but per the development code:

 

M. Fire Access and Turnarounds. When required under the Uniform Fire Code, fire access lanes with turnarounds shall be provided. Except as waived in writing by the Fire Marshal, a fire equipment access drive shall be provided for any portion of an exterior wall of the first story of a building that is located more than 150 feet from an existing public street or approved fire equipment access drive. The drive shall contain unobstructed adequate aisle width (16 to 20 feet) and turn-around area for emergency vehicles. The Fire Marshal may require that fire lanes be marked as “No Stopping/No Parking.” For requirements related to cul-de-sacs or dead-end streets, refer to Section 18.16.020(J) and (Y).

Because the existing access is not up to fire code, any partition no matter the size would be subject to the requirement of improving the drive lane. Hydrants aren’t mentioned in the development code, which I realize is your main concern with regards to cost.

My initial research into this concept leads me to believe we may run into the same problem with two or three lots in this partition. I defer to the Fire Marshal in this respect, but my understanding is that this lot is out of fire code compliance as-is, thus development (or a partition) would be the process by which we bring this lot into compliance.

Nicolas,

My client has asked me to look into a scaled-back partition application. Mr. Spotten is now considering partitioning the property into two (2) lots, instead of three (3). The property lines would be fashioned such that the existing manufactured home would be sited on the resulting southern lot, while the existing stick-built home would be sited on the resulting northern lot.

The thought is perhaps installation of the hydrant could be avoided through this approach as no additional residences will result from the partition application. This approach obviously means that no additional access would be requested or necessary, which was the previously driving force for consideration of the hydrant installation.
