Dan,

I called Tiffany today in regards to our discharge to the Molalla River permit requirement flow of 350 cfs and ask if we could request an extension on irrigation. Tiffany answered yes and that we could use the WPCF? Processes to request an 60 day emergency permit. I will work with her on completing that.

I also asked if we would receive a letter confirming the Leak Test. She then stated David Cole is sending the City a “warning letter with opportunity to correct” requiring the City to hire a 3rd party analyze the leak test data. She also mentioned we could run the test again next year, but risked liability if the results showed leakage. Basically they would fine us stipulated penalties for the leakage is what I could read into that comment.

I asked her what she thought a third party would confirm with the data? Other than the incorrect copy and paste that Jason corrected, the data was entered into their data tables as measured. When I asked her specifically where the data entered incorrectly, she wouldn’t go in to detail, but stated Randy drafted a memo stating our results are inconclusive. DEQ and never made a site visit or inspection during the test. David Cole was notified when the leak test was to begin.
