You may discharge over the next 7 days regardless of whether this line dips below 350cfs. It’s just that on 11/12 first thing in the moring we will calculate the 7 day average. If it’s less than 350cfs, we shut down. This is the agreed upon approach with DEQ, I’ve attached Gerald’s comments on it below for both of us. We also have to comply with Table A2 dilution and temperature requirements. As long as the temperature is below 18C then the requirements below hold. According to the graph below we exceeded 350 CFS on November 1st which checks the first box of dilution. We could discharge now and until the 7-Day average stream flow is less than 350 CFS. Once you have 7 days where the average is below 350 CFS then you have to stop discharging. Use Table B2 and Table B3 for monitoring requirements. While discharging, now is a good time for the operators and Jaimee to reread the entire permit and look for little hidden requirements. DEQ sometimes hides things later in the document that can catch you off guard. Thanks.
