DEQ conditionally approved the Recycled Water Plan for the City of Molalla on the condition that they provide a better organizational structure, clearer maps and attachments and remove duplicative sections. Many commenters asked for the same kinds of changes. The link above is the report produced to meet this condition. It is enforceable, as if it were part of the NPDES permit.
