Hi Rob,

Talked with the City and your price appeared high but there are some apples and oranges to it. Here’s what I need to try and true this up for comparison.

1. Remove nozzles for inspection and possible reuse. $1625

2. Price to remove and dispose of media, clean interior, and perform inspection of false bottom. With nozzles removed - $13,868

3. Repair welds and paint repaired locations inside and outside with minimum 8 Mils dry film thickness in 2 coats of Sherwin Williams White Macropoxy 646 (Inside paint not required if item 4 below is selected). $13,052 (see coating option 1 below for scope)

4. Sandblast and paint with minimum 8 Mils dry film thickness in 2 coats of Sherwin Williams White Macropoxy 646 interior false bottom with nozzles removed. $16,951 – this is to do the lower floor, circumference edge and up the wall 1’ (to help ensure a good coating and edge).

5. Supply nozzles. City quote was about $4,000, but we will have you purchase if you can get a better price. Supply of 303 nozzles and the required gaskets (where the gaskets in the price to the city?)- $3,800

6. Install nozzles. $1,700

7. Supply media. City quote was $10,000, but we will have you purchase if you can get a better price. $12,800 for 1 tank of media. Check your pricing – my unit pricing was a lot better when they thought they were quoting for 4 tanks. Per the pricing I received for 4 tanks it would be about $34,000. I am assuming the City has a forklift to unload.

8. Install media. $1700 – would need to use plant reuse water for leveling.

9. Replace bolts, washer, and nuts with stainless steel on Romac fitting. $263 when paired with some work above

Note: for coating in the lower “confined space area” the painter requires another opening to allow for safe access and access for gear and safety equipment - $3,200 – not included above.

The City may choose to install the nozzles and/or media depending on your cost. Once we have compared with the other contractor then I will contact about going forward with your proposal. Thanks again for your time on this.

As discussed onsite for the tank examination and repair I am breaking this up into several prices and there are notes and exclusions:

Basic cost: $29,834

Including – cleaning out sand, weld inspection, weld repair, replacement of up to 30 nozzles that could be damaged (not known)

Nozzle replacement: waiting for accurate costs

Includes switching out all nozzles. If this is not done we have no real way to verify if the existing ones are in good order. I have asked the factory for more information about these nozzles, we will see what we get.

Buy and install media: waiting for accurate costs

Coating option 1: $13,052

Includes coating for 3 circumference welds and some floor welds, prep and coat inside and repair outside as required due to blistering caused by welding.

Coating option 2: $21,551

Includes doing 3 circumference welds and doing both the upper and lower floors complete. The nozzle replacement option would have to be selected to move forward with this option (sand blasting and PVC nozzles don’t mix).

Coating option 3: $31,901

Includes doing 3 circumference welds and doing entire interior of the tank. The nozzle replacement option would have to be selected to move forward with this option (sand blasting and PVC nozzles don’t mix).

Coating option 4: $25,645

Includes doing 3 circumference welds and doing entire exterior of the tank. If the exterior coating interests you I can ask them to revise this number so it could be added to one of the above.

General Notes/exclusions:

  1. 1. The bottom area at 2’2” high minus room for the beams and nozzles. As such the existing access is not legal for entering this lower area and still having required safety equipment – harness rig, venting, etc. We will have to cut a another hole in the side of the tank to facilitate this work. Additionally this pricing reflects the slow pace of this work due to the cramped work environment. Safety due to this access is a major component of this project.
  2. 2. Any time someone is working in a confined space a hole watch is included as required by OSHA.
  3. 3. I have not included pricing of independent coating inspections – if this is required let me know and I can get a quote.
  4. 4. Coatings are priced as sandblast and coat (2 coats of Sherwin Williams Macropoxy 646). As much as possible will be blasted as this is the best for adhesion. What cannot be blasted due to access, etc will be mechanically prepared. Painting price includes safety measures.
  5. 5. I have included the hardware for the romac coupling you wanted switched to ss.
  6. 6. You have mentioned the possibility of lifting the tanks up and applying the mastic that was skipped during the original installation. If our pricing aligns with your budget and you want me to pursue this let me know.
  7. 7. Westech is represented by Goble Sampson in Oregon. I have been in contact with them and they are working to get Westech to come up and look at several projects – this is one that they have on the list.
  8. 8. Welding is included up to 30 hours. If additional is needed it is at $210 per hour inclusive of labor, equipment, consumables, safety equipment and hole watch.
  9. 9. All work to happen during regular working hours. OT if required is not included (based on information provided none is expected).
