Here is some draft language for the website.

Water Alert Stage 2 – Water Warning Issued

On July 14, 2021, Molalla City Council implemented water curtailment citywide asking for voluntary reductions in water use. Unfortunately, water use has not dropped and in some cases have increased prompting the City to move to Water Alert Stage 2 – Water Warning. With only two days of drinking water supply available, mandatory water restrictions are now in place and violations are subject to fines of up to $100 per day. In order to maintain a safe supply of drinking water, the City Council is asking for all community and business members to immediately reduce their water use and comply with the following water restrictions:

If conditions continue to deteriorate and compliance with restrictions is not met, then the City may be forced to move to Water Alert Stage 3 – Water Emergency. A water emergency will include mandatory reductions (allotments) for all drinking water uses including fines, base rate penalties, use rate penalties, and potential discontinuance of water service. Please do your part in conserving water.

I think that covers all of it. As a side note, yesterdays use was at a Water Alert Stage 3 level of use so they need to get on board with the program.
