Christie,
Given the USGS data available that level has never been observed. The lowest the Molalla river has ever flowed reached in that available data was 25 CFS in September 2003. However, a number of other issues may cause water supply problems besides just the river flows. Examples include equipment malfunction, mandatory curtailment by the State, or a sudden algae bloom in the river caused by low flow and high temperatures. The situation is not black-and-white, and that is why we are constantly monitoring and publishing daily updates.

What level of CFS doesn't provide for the water tanks being full or being able to run at capacity?

Molalla Water Curtailment Update - 8/9/21 at 8:00 AM. Yesterday (8/8) the City used 1,141,200 gallons of Drinking Water. This figure compares to the 1,208,600 gallons used the previous day. Average usage over the past 7 days is 1,225,800 gallons. The Molalla River at Canby Gauge Station is flowing at 72 cfs (cubic feet per second) this morning. The Molalla River 7 day average is 69.1 cfs. The Water Tanks are full, providing roughly 3,000,000 gallons of storage, and the plant is able to run at full capacity. This means the City is able to meet domestic water (drinking water) demands at this time.
