The information we are working to gather should be sent back to smith@oracwa.org. A similar request was also sent out from OHA yesterday but was intended to capture drinking water information. This is specific to wastewater (not drinking water).) If you do not provide wastewater services, please send a brief email to smith@oracwa.org to indicate that you do not provide wastewater treatment services. Please review this important information and respond to the attached survey tool/spreadsheet attached. This survey tool should be filled out by the operations manager or wastewater superintendent who is responsible for managing the chemical supply chain and treatment plant processes. The information we are collecting is extremely important to the State to assist us in ascertaining the duration of sodium hypochlorite supply and the immediacy of shortages that may occur across the state’s wastewater utilities. The information will also assist the Association of Clean Water Agencies (ACWA) and DEQ in supporting wastewater utilities facing short-term supply problems. We have been requested to turn this information around to the State Emergency Management Office in the next 24-48 hours, so your timely reply is requested. Many of you have received letters from either suppliers of sodium hypochlorite and other chlorine products, or the Westlake manufacturing facility in Long View, WA, asserting a Force Majeure declaration that they will not or may not be able to make product deliveries at this time. Information provided by suppliers has been inconsistent, and there is a great deal of uncertainty across the wastewater utility sector about whether on-site supplies will be sufficient to last until new deliveries are made. We understand that many of your agencies have received assurances that scheduled deliveries will be made, and others have been informed that deliveries will not be made. We do know that the cause is a shutdown of the Westlake facility that occurred on Friday, due to a reported major electrical equipment failure. We do not have information at this time regarding a time frame within which Westlake’s facility operations will be restored. We are working closely with State emergency management agencies, the DEQ, and the Oregon Health Authority to get more information and to develop a coordinated response. ACWA, the League of Oregon Cities (LOC), and the Special Districts Association of Oregon (SDAO) are collaborating on this survey effort to ensure that all of our respective members receive this information and have the opportunity to fill out the survey. We recognize that your agency may receive multiple emails and copies of this survey, and we apologize for the duplication and any confusion it causes. This survey is for your wastewater facilities only. If your agency also operates a drinking water utility, the Oregon Health Authority will be sending your agencies designated representative a similar survey for water utility information.
