Paul,

No response necessary. Just keeping you in the loop on ODOT red tape.

I know the standard answer for ODOT is it has its rules. Perhaps in future your internal discussions for revamping and streamlining ODOT procedures you can look at a simple process for these types of cleanup projects. We had the staff and markings to do this months ago but ran into more ODOT red tape. So, as I said below it will sit. It’s ODOT’s intersection and will be ODOT’s problem going forward. We tried to help make things better but I can’t spend $20,000-$50,000 in design services every time we do these things. Its beyond frustrating.

Hi Larry,

We will not be moving forward with this project. It has become too expensive and onerous to install simple crosswalk and lane striping meeting our TSP standards. There is no lane control or marked crosswalk at this location and this intersection has been a long time hazard to motorists and pedestrians in its current form. The turn lane section is provided in our adopted TSP which ODOT approved and continental crosswalks are an approved marking on ODOT crosswalks excluding signalized intersections.

ODOT is asking the City to do a full engineering design of the intersection that should have been done when this residential development went forward back in the 1990’s. We don’t have the funding for design, traffic studies, etc. in order to meet ODOT review criteria. So it will sit as is. Perhaps the intersection problem will be addressed as part of the RAB project if the limits go back that far.
