Even if it were we'd need to discuss: when it comes for sidewalks outside the construction zone, the way Molalla works (following most cities in Oregon), is that the property owners adjacent to those sidewalks are responsible for the maintenance. This would include cleanup up the moss or debris. Most Cities in Oregon do it this way so they don’t have to tax property owners for that and provide it as a centralized service. Street tree maintenance is the same way. So in general, when a property owner asks the City to use it's sweeper to clean up something they've pushed into the street from a sidewalk, the answer is that we should be doing it that way.
