Full TV cleaning and inspection ordered by Gerald, will be handled on #11935. Summer dredging of the bioswale will be handled on #11950 in June. A note on that work order will also remind us to implement any flow control structure or overflow elevation changes engineering determines. We will get it solved. I honestly had no idea there was a problem with this storm system until now.

Hi Dan,
I spoke with Mr. Snell.
We discussed the claim he has asked us to submit alleging storm water damage to his vehicle.
He was pretty upset, claiming he and his neighbors have flooding in that area happening with every large rain event.
He said other neighbor cars were damaged as well.
I shared that City is not responsible for damages to citizen property resulting from large rain storms that overwhelm the storm water systems.
We discussed that his complaint about the storm water system in his neighborhood is being worked on by City staff to identify if there is a problem and if so to find a solution.
I shared with him the details of submitting a claim to his own vehicle insurer under the Comprehensive coverage.
He understood and will move forward with a claim to his own insurance.
I will consider Mr. Snell's claim request to be closed unless further information is received.

If you are ok with it I would like to reach out to Mr. Snell and have a conversation with him about his below request to submit a claim for water damage to his vehicle.
Bottom line, I don’t believe City is liable for his damage and if he has Comprehensive insurance on his vehicle that would cover the damage subject to his deductible.
If he feels differently then of course we can submit a claim for his damages, to CIS. I believe they will deny the claim.
Until the storm water flooding in this area is resolved, I would recommend City consider placing High Water warning signs

Gerald, crew memory indicates that Meadowlark and Meadowlawn have indeed flooded in the past, though I have no documentation. We did begin an extensive review this week, trying to determine the root cause. There are three possible factors I'm looking in to right now, which may be contributing to this flooding, but I need more time to investigate to be sure. I will send you an email with the specifics, for you to review with your engineering-eye.
I'm not aware of any property damage cause by the incidents over the past week, and based on my review I think this high water is a flooding problem that can be solved. More info to follow.

Are there any documented reports or historical knowledge from Adam of flooding on Meadowlark?

Meadowlark is a City street in a subdivision with storm drainage. I will look at the asbuilts but I believe that area was installed in the1990's or early 2000's.

Certainly not unusual for a Storm Water system to be overwhelmed by a large rain event and last Thursday was a doozy!
I have a few questions:
Mr. Snell indicates Meadowlark is a City Street prone to flooding, is this an accurate statement? Is this a City street as opposed to County or State owned?
Is there any possible way it could have been 3 feet deep?
Do you know if any complaints have been filed with City in the past about this area?
Does City place High Water cautions signs in the area?
Once I receive these answers I'll call to discuss this with you further and then with your ok, call Mr. Snell and chat with him.
