Gerald here are my instructions to the crew for bulldogging this issue.

A few notes:

1. The catch basins on Meadowlark MIGHT run to hwy 213 instead of how they are shown on the map.

2. The overflow elevation of the detention pond is 313.06, while pavement elevation on Meadowlawn is 312.9. We may need to look at whether this storm system even works at all during an event that overcomes the swale size. Andy

 

Storm Cleaning: We need to jet and clean the storm lines on Meadowlark, Meadowlawn for Phase 1 Big Meadows (Project 94-03), including the catch basin runs, and also inspect the connection between both ponds and the discharge of the west pond to ODOT ROW. Then, we need Pacific Interteck to come video it all, and get maps updated. We need to figure out this storm system.

Please schedule a video inspection of the storm system for Phase 1 Big Meadows (Project 94-03 from the CB at the west end of Meadowlark to the discharge at the east detention pond south of Meadowlawn. Please also have the crews inspect the connection between both ponds and the discharge of the west pond to ODOT ROW. Let us know if there are any defects or issues with that line. Also have the crews vactor out the CB's on Meadowlark. Thanks.

This is part of our due diligence. The storm may have overwhelmed the system because it wasn’t designed per code to take a large rainfall event. However, if someone broke the storm pipe while constructing a fence or if there is a construction defect from the 1990's then we need to know that to avoid future issues. I want to make sure that any damage or maintenance issues are identified and addressed. Thanks.

Are there any documented reports or historical knowledge from Adam of flooding on Meadowlark?

Meadowlark is a City street in a subdivision with storm drainage. I will look at the asbuilts but I believe that area was installed in the1990's or early 2000's.

Hi Chaunee and Gerald,

Certainly not unusual for a Storm Water system to be overwhelmed by a large rain event and last Thursday was a doozy!

I have a few questions:

Mr. Snell indicates Meadowlark is a City Street prone to flooding, is this an accurate statement? Is this a City street as opposed to County or State owned?

Is there any possible way it could have been 3 feet deep?

Do you know if any complaints have been filed with City in the past about this area?

Does City place High Water cautions signs in the area?

Once I receive these answers I'll call to discuss this with you further and then with your ok, call Mr. Snell and chat with him.
