13.08.270 Toilet facilities and sewer connections required.
The owner of all houses, buildings, or properties used for human occupancy, employment, recreation, or other purposes, situated within the City and abutting on any street, alley, or right-of-way in which there is now located or may in the future be located a public sanitary sewer of the City, is required at the owner’s expense to install suitable toilet facilities therein, and to connect such facilities directly with the proper public sewer in accordance with the provisions of this chapter, within 90 days after date of official notice to do so, provided that the public sewer is within 100 feet (30.5 meters) of the property line. (Ord. 2007-07 §1; Ord. 1976-2 Art. 2 §4)
The agreement for him to be allowed for connection to the system and pay SDC’s at the pre Jan 01 rate was for him to also disconnect from his septic system and decommission it. He will be charged fees for sewer, must connect the house to the system, and has until March 30 to decommission his septic system. Failure to do so will result in the City enforcing its code to ensure Mr. Newcomb follows through with the requirements for connection to City sewer.

I received an email from Dale stating the Clackamas County issued a final back on November 14, 2019. I just got off the phone with Brad Wheeler form the county to see if the permit was finalized. Brad stated that the plumbing permit only coved placing the sewer line up to the back of barn/garage approx. 600’ for future development. Dale never pulled a permit for decommission of his septic tank and make the connection to the home.
