Yes, that is a violation of the health code. I bet they broke the lateral when installing the waterline and did a patch and buried it. We need to reinstall the sewer service line deeper. Here is the crossing detail. Need 18” between pipes. Depth at manhole to flowline at south is 7.69 feet and to north is 6.10 so there is plenty of depth to come out of the main and run 2% then bring up behind cleanout.

Gerald, a picture for you. 8" water main layed directly over 6" sewer lateral, the root cause of the crushed pipe on Berkely. This is why we are having to reimburse the property owner that $995. So sad.
