Add to the end of the letter, “Thanks for your assistance with helping the City comply with its wastewater permit.” Once done it is good to go.
Don’t do anything yet on Coorstek. First step will be to resend out the industrial user survey after the 30 period for the ordinance. I would like them sent out with a cover letter explaining we have a new ordinance, include the ordinance as an attachment to the letter, and a copy of the survey with a 30 day deadline to complete. Would be helpful if we provided them with a link that they could fill one out online if possible. Check with Darlene. Once we have the individual surveys back then we can move forward with issuing individual permits with requirements and restrictions. This will be a step by step process and we need to be clean on it so it does not open us up to litigation by private companies and we follow a process and can demonstrate it to DEQ.

Gerald, here is a revision to the Moose Lodge’s letter based on our last conversation.
With your permission, because they are clearly a categorical user, I would like to also write one up for Coorstek, asking them to clarify what they are doing and whether they plan to continue discharging as they have been. I’ll word it as carefully as possible, but based on the way the laws are writing I think we should consider not waiting and just looping them in to the next full-town Survey we are planning. We’ll be happy to have these letters sent when pretreatment becomes a topic with deq in the coming months.
