Gerald, here is a first draft for your review. I tried to stick to facts and figures. Including Dyer’s Flow Poking Document this report weighs in at 146 pages (less than last year). But every statement is backed up by solid records.
This report is due to DEQ by Feb 19th. CCing Adam and Jake in case they have comments.
