If this lateral stub is there then the PW permit is a small one to install a cleanout and then connect with a private line under a plumbing permit with Clackamas County. See attached asbuilt.

They are connected to water and are not yet connected to sewer.

Let’s touch base briefly about this tomorrow. I’m mostly confused why they’re contacting planning to begin with as Dale seems to think they needed something from our department.

Yes Alice, it is likely abandoned. It has been fenced up since prior to its annexation. The section of code you cite seems to double down on the ability to maintain non-conforming residences (allowing them to continue to exist) but I don’t think it contradicts a discontinuation/abandonment situation, do you?

It may be best to corral Dale to come by and speak directly with us when everyone is around. He has a potentially difficult but potentially viable property once we figure out all the ins and outs and I think he’s one of those fellows with a long history of mistrust of public figures.

The property has a SF residence on it but is zoned commercial. The question I have for them is do they have water service and are they connecting the house to sewer?

If so, then they will also need to abandon the septic system and provide us with a copy of the paperwork submitted and approved by DEQ.

They will be required to fill out the PW Permit sheet, submit a plan for the sewer connection, pay the review and permit fee (total $1,000), pay the connection fee for Finance ($600), and pay SDC’s based on the size. If they are connecting the house then the sewer SDC’s as of today total $5,116. Let me know what you get back on answers and I can give better information on final costs.

I got a call today from a contractor looking to bid on a sewer lateral project at 1441 W Main (Dale Newcomb’s property). He was asking about what planning approvals would be required for this project to proceed.

First, I’m not sure what the piece that they need from planning would be. Mostly, I wanted to check in on what the backstory is here because the game of telephone from Dale through the contractor seemed incomplete. I know he (Dale) is looking to sell the property and Al Borromeo (next door) is one of the prospective buyers. Am I understanding correctly that he will be required to connect prior to sale or just generally as part of the annexation process? If the buyer is Al, it seems like would make more sense to connect to his line after the sale rather than go all the way back into the riparian zone to the Bear Creek line.
