Anything outside of the right of way (behind the sidewalk) only requires a plumbing permit with Clackamas County.

If the 3034 begins at the ROW then we will need you to install a clean out. The detail drawing is on our website and I can issue a no fee permit for clean out.

The replacement will be on the private side. It will be from the house to where the 3034 begins.
