Gerald – it sounds like you want me to do this for all City properties without service, not just the two (535 W Main and 1320) in question. Correct?

We aren’t going to charge them for sewer unless they are connected. Please work with Zinder to prepare two maps. One showing properties in color that are not being billed for sewer and call it “Sewer – Properties not receiving service” and another one for water and call it “Water – Properties not receiving service. All of the other properties need to be uncolored. Thanks.

Gerald,

We previously discussed code section 13.08.360(B) which states that we can start charging for sewer the month following when the property is permitted to connect to the sewer. In the case of 1320 Toliver, it sounds like we could just start billing them for sewer based on the code language. I’ll check with Zinder today on the physical connection. Also, finance said they will make us a list of all the properties that aren’t paying for sewer.

Thanks,

Hi Brenda,

Here is the answer as I see it right now.

535 W Main – They must be connected to the sewer system. They are likely connected already since there is an old sewer system onsite as part of the old mill and I doubt they have a septic system onsite. There is a 6” PVC line on the south side of the property.

1320 Toliver – They are required by code to be connected to the sewer only if they are within 100 feet of the main and looks like they are beyond that. They are not required right now to connect to the water system. Coordinate with Dan Z to make sure that there is no unknown sewer connection from Toliver or Industrial Way that we aren’t aware of and should be charging them for.

Do they have a backflow? No connection to city water at all?

Brenda brought up another property making ice on Toliver Road that is using their well for a water source. That the one I was referring to regarding connection to water. I need to draft some language for water similar to the sewer language in our next Chapter 13 code update.

Yes, they are required to be connected to the sewer system if they are in the city limits and are within 100 feet of a sewer main.

Subject: Building - Connection to Sewer

Hello,

I have a question. Does an operating business need to be connected to public sewer? This building below addressed 535 W Main St. is currently only connected to water. Attached is the Business License and Sewer and Water app. We did locate two water meters behind the building and from my understanding one of those meters connects to the building.

The previous business operating out of this building was B&I construction and the parcel is zone Light Industrial. I did some researched of the Municipal Code and found this language below.

So – if you could please respond with a comment that would be very helpful! Thanks!
