Hi Michael,
I saw no issues with the sewer lateral in the public ROW. Our video shows one factory made tap in the newer sewer main and your video shows a good lateral within the ROW.
If the line is in fact a party line connected at the wye just beyond the existing structure then both property owners will be responsible for maintenance of their private line out to the ROW. If a problem related to maintenance happens between the two owners which causes the City to be involved, then they will be both required to pay for a separation of their services including a public works permit and associated plumbing permits.
